Ottawa Police Answers Call, Democratizes Learning with Degreed

When learning leaders at the Canadian capital’s municipal law enforcement agency reimagined learning, they faced the kind of challenges seen at organizations large and small: Learning focused on executives, an LMS catalog of courses was limited and difficult to access, competency models were outdated and data on the supply and demand for skills across the agency was nonexistent.

“We needed to build proper foundations,” said Joshua Abraham, Learning & Development Manager at the Ottawa Police Service. “We really needed to democratize learning.”

Ottawa Police became the first law enforcement agency in the world to implement Degreed. Leadership liked its intuitive user experience, easy integrations, mobile access and ability to function as a “front door” to learning.

Learning now means more than a high-ranking official attending a course. It’s collaborative and available to employees at all levels — at events like lunch-and-learns that feature content from TED@Work for Degreed, which provides TED Talks built natively into the platform.

Furthermore, it’s now learning on the go — and perhaps nothing illustrates this change better than police officers engaging with their own development.

“Half of our workforce is in a cruiser, and they’re using Degreed on their phones,” Abraham said, noting that officers are finding time to learn by prioritizing bite-sized content and using custom “Patrol Friendly” Pathways that can be completed in fewer than five minutes.
